This is the single governing policy for the health sector in PNG. It stipulates the areas for investment and policy directions for the health sector. The plan is in two volumes. Volume 1 includes the policies and strategies while Volume 2 provides background information for the development of the plan, and health and health services statistics. Free Primary Healthcare and Subsidized Specialized Service Policy

This policy sets out a system wide approach to fulfill part of an action plan set out by the government. It stipulates “The government will maintain its commitment to accessible and affordable health care by providing free primary health care and subsidized specialist services” [31].
