Low-low clusters are areas with low per capita resource density surrounded by areas with low per capita resource density. High-low and low-high areas are spatial outliers due to the mismatch these areas exhibit for a given resource (areas with low per capita resource density surrounded by areas with high per capita resource density, and vice-versa).
